David E. Kirk, age 70, of Sheboygan, died on Sunday, May 31, 2026, at Lawlis Family Hospice in Mequon. He was born in Appleton, WI on June 17, 1955, to the late Norman and Selma Ruege Kirk.
David graduated from Appleton High School before continuing his education at the University of Wisconsin–Platteville, where he earned his undergraduate degree in Criminal Justice cum laude. He later received a Master of Arts in Public Service, with honors, from Marquette University.
Throughout his life, David was deeply committed to both his family and a career of service. He began his law enforcement career with the City of Sheboygan Police Department in 1977. Over the next three decades, he earned the respect of colleagues and the community alike as he advanced through the ranks. In 2008, after eight years serving as Chief of Police, David retired, leaving behind a legacy of dedicated leadership and public service.
On October 11, 1980, David married the love of his life, Astrid Rincon. Together they shared 45 years of marriage, building a life centered on love, family, and faith. They were devoted parents and grandparents who found great joy in supporting and spending time with their children and grandchildren.
David was a faithful member of Holy Name of Jesus Catholic Church. He enjoyed many hobbies throughout his life, including fishing, boating, gardening, cooking, and traveling. While he was respected for his leadership and dedication to public service, he was equally loved for his quick wit, warm sense of humor, and ability to bring laughter to those around him. Above all, he treasured time spent with family, creating memories that will be cherished for generations to come.
David is lovingly remembered by his wife of 45 years, Astrid Kirk; his daughters, Sarah (Kenny) Flannery and Jacquelyne (Joe) Goldfine; and his six cherished grandchildren, Adriana, Parker, Isabella, Asher, Raegan, and Scarlett. He is also survived by his siblings, Brenda (Steve) Engel, Mike (Liisa) Kirk, and Jeff Kirk; sisters-in-law, Merel Kirk, Araminta Rincon, Melida Wagner, Dilia Lozano, Gloria (Rick) Brandt, Martha (Gary) Kolberg, and Carmenza (Jeff) Nelson; brothers-in-law, Jorge (Marilyn) Rincon, Vince (Amy) Rincon, and Balthazar Rincon; as well as many beloved nieces, nephews, extended family members, and dear friends.
David was preceded in death by his parents; his brothers, Tom Kirk and Jim Kirk; his sisters-in-law, Linda Kirk and Luz Marina; and his brothers-in-law, Marco Rincon, Bob Wagner, Alberto Lozano, and Edgar and Amparo Rincon.
He will be deeply missed and lovingly remembered by all who had the privilege of knowing him.
A funeral service for David will be held on Friday, June 5, 2026, at 1:30 p.m. at Reinbold-Novak Funeral Home, 1535 S. 12th Street, Sheboygan, with Fr. Dennis Beltre officiating. Family and friends may gather at the funeral home from 11:30 a.m. until the time of the service.
In lieu of flowers and in honor of David’s love of gardening and the beauty he found in nature, memorial gifts of perennials (flowering shrubs or other plants) are welcome. Together, these living tributes will help create a memorial garden lovingly created by Astrid.
The family extends their heartfelt gratitude for the love, support, and condolences shared during this difficult time.

Margaret Counts

Dear Astrid, Sarah, and Jacqueline: I am so deeply sorry for your loss, and wish I had better words to communicate my sadness at hearing of Dave’s passing. I know I’m not the only one who has trouble even imagining all of you without him. He was such a strong force, a tower of strength, experience and wisdom eclipsed only by his huge heart and abiding love of his family. And of course I will always remember his quick wit and delightful grin, and will never forget his kindness in visiting my grandson in NC, bringing young Austin police gear which he wore with pride!! I will always remember Dave as a great man and as a favorite in-law. I wish all of you peace and comfort, knowing your beloved is pain-free and resting peacefully. Love to you all Margaret

Dear Tia Astrid and Family, Please accept our deepest sympathy and heartfelt condolences on the passing of Uncle Dave. As we reflect on his life, so many precious memories come flooding back—family gatherings filled with laughter, special celebrations, and the joy of spending time together. It seems like only yesterday that we were celebrating your beautiful wedding, a day filled with love and happiness. Not long after, we were honoring Uncle Dave upon his retirement as Chief of Police in Sheboygan, a testament to his years of dedicated service and commitment to his community. Sarah and Jackie, it has been such a blessing to watch both of you grow into wonderful mothers and loving spouses. Uncle Dave had every reason to be proud of the beautiful family he helped build. Although our hearts are saddened by this loss, we are grateful for the many memories and the lasting impact Uncle Dave had on all who knew and loved him. His kindness, strength, and devotion to family will never be forgotten. Please know that Brenda and I are keeping all of you in our thoughts and prayers during this difficult time. May God’s love surround you, may the support of family and friends bring you comfort, and may the cherished memories of Uncle Dave bring peace to your hearts in the days ahead. God bless you all. With our love, deepest sympathy, and prayers, Bob & Brenda Wagner ❤️🙏🏻🌹

My deepest sympathy to Astrid, Sarah and Jackie. Dave was always the kindest and had the greatest smile many years ago waiting for our kids during all their activities, especially swim lessons! May the angels lead Dave into Paradise. May his soul and all the souls of the departed, rest in peace.

Sara Brotz

Astrid, Sarah, Jackie and the whole family, So much love sent to you. I can’t remember a time when Dave wasn’t laughing that huge laugh of his, always with a mischievous look on his face, he had the best sense of humor. I had used him as a background check reference for my current job and he was excited to do that. I got the biggest laugh when the man doing the background check called me and said “I just had a 2 hour conversation with Dave Kirk- about ten minutes of it was about you and then the rest was us chatting about our former police careers, it made my day”. Sounds about right! Dave was a wonderful man and role model to all who were lucky to have known him.

I'm very sad to hear that my friend has passed away. I went to UW-Sheboygan with Dave in the early 80's and he was my best friend in Spanish Class. After that, I constantly would run into Dave at local stores, and every single time I did, we would laugh about all the good times we had at UW-S. He is a wonderful human being and he will be sorely missed. R.I.P. Mi Amigo !

Parker William Flannery
